Based in Eastern Aleppo, the HR officer is under line management of HR Coordinator.

EXPECTED PROFILE
Knowledge & Qualification
· Bachelor degree in relevant subject is required
Experience
- Minimum 3-5 years practical experience in Human Resources;
- Proficient using of Microsoft Office (Word, Excel, Outlook) and/or other software.
- Previous INGOs experience would be a plus;
Languages
- Fluency in written and spoken English
- Arabic required and Turkish is a plus.
IT & Equipment
- Good proficiency with Microsoft package
Capacity Building
- Identify training and development needs within the organization through job analysis, staff appraisals, and regular consultations with line managers.
- Analyze training needs in collaboration with line managers.
- Plan, direct, and deliver staff inductions to achieve the organization’s goals.
- Ensure that general HR administration procedures are established and adhered to.
- Support line managers with any administrative and HR-related issues.
- Organize HR information meetings to introduce and explain implemented policies.
- Announce and clarify amendments to regulations, policies, or procedures.
RESPONSIBILITIES
- To perform this job successfully, an individual must be able to perform each essential function. The tasks listed are representative of the nature and level of work assigned and are not necessarily all-inclusive.
- In collaboration with the DDD HR Coordinator, determine the needs for the new hires, prepare Job Description and liaise with DDD main office for advertising, collecting CV, first screening of eligible candidates and organizing/coordinating interview process with the Hiring Managers.
- Serve as the focal point for the new hire providing enough first-hand information and travel tips.
- Prepare a comprehensive welcome package for the new hires that include country information, security information, HR/admin forms, procurement instructions, short project descriptions, contact list and a phone with available credit.
- Ensure that all new hire receive the package on their arrival.
- Schedule, organize and insure that new hires receive briefing from different departments the first days of the arrival.
- Ensure all separation paperwork, change of status are timely submitted to HR main office.
- Coordinate with the finance and logistics department for clearance of outstanding balances and return of attractive assets/items.
- In collaboration with the HR Coordinator, determine training needs for DDD staff.
- In coordination with program managers/Filed coordinators and heads of departments prepare job description and minimum requirement for each position.
- Staff’s payroll to ensure that all salary or incentives are in line with the timesheets.
- Make frequent site visits to facilities to ensure that appropriate care and training are being conducted and to offer support to field staff if needed with coordination of line managers.
- Facilities the human resource functions in field offices to ensure their smooth and effective operations.
- Collaborate with HR Coordinator to maintain security of staff in the field locations.
- Act as HR focal point for matters relating to Human Resources if needed.
- Assist and actively participate in meetings which are relevant to Human Resource activities.
- Follow-up and monitor training tracker for the staff with line managers.
REPRESENTATIVE
- Candidate is the direct interlocutor of DDD towards staff in Eastern Aleppo, for all issues related to Human Resources;
- Candidate must participate actively to HR and base meetings.
- Provide assistance to any member of the HR team, if requested;
HR Policies and Procedures
- Assist in implementing DDD policies for Syrian staff, including administrative formalities, recruitment processes, contracts, individual files, onboarding new employees, and ensuring the confidentiality of HR information.
- Ensure that general HR administration procedures are established and followed.
- Support line managers with any administrative and HR-related issues.
- Organize HR information meetings to introduce and explain implemented policies.
- Announce and clarify amendments to regulations, policies, or procedures
Reporting
- Develop reports on the Training and Capacity Development Plan and its implementation.
- Contribute to monthly HR reporting.
- Provide regular updates on HR activities to the Line Manager upon request.
- Assist in developing HR policies tailored to the context in Syria.
- Prepare a mission report and/or handover document at the end of the contract.
Other tasks related to the position
· Any other related DDD tasks as assigned by supervisor/line manager.

As applicable to the position, maintains a clear understanding of Dünya Doktorları Derneği and donor compliance and ethics standards and adheres to those standards.
