Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Dernegi (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.
Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.

Hierarchical & Functional Links
Based in Istanbul, the MEAL Manager will be under line management of DDD (Dünya Doktorları Derneği) MEAL Coordinator.
MEAL Manager will be the line manager of staff in charge of field level MEAL related tasks, who are responsible of implementing M&E data collection activities and accountability mechanisms.
Within the MEAL unit of DDD, MEAL Manager is responsible for outcome level data collection activities and the external and internal reporting tasks in collaboration with programme and Grants Management departments. Also on rare occasions, when strategically needed and requested by line manager, will support the implementation of programme, as well.

EXPECTED PROFILE
Knowledge & Qualification
- University Degree in statistics, social sciences, public health, economics or any field related to Monitoring and Evaluation.
Experience
- Minimum 3 years of experience in the field of Monitoring and Evaluation in a humanitarian aid organization is required.
- Excellent reporting skills, including descriptive analysis of programmatic data and achievements, in relation to the content of internal M&E and donor reports, is required.
- Previous experience on the design of Evaluation design and/or in commissioning and managing evaluation studies would be preferred
- Knowledge and past experience in database development/management and data collection platforms such as Commcare, OdK based platforms, like Kobo, DHIS2, would be preferred.
- Experience in collaborative, multicultural working environments and maintaining working relationships with several departments is required.
- Knowledge of donor mechanisms such as ECHO, BHA, SDC and German Ministry of Foreign Affairs would be preferred.

MAIN RESPONSIBILITIES
- Monitoring of the project implementation through the analysis of the programmatic output and outcome level data.
- Oversee and leading the Accountability systems and policies (including, Feedback and Complaint Response Mechanism)
- Conduct scheduled and ad-hoc assessments regarding the programme quality.
- Evaluation or impact analysis for future project design or current projects improvements.
- Conducting workshops aiming to debrief the collated lessons learned, good practices.
- Outcome level data collection and analysis.
- Reporting (monthly, quarterly, mid-term and final).
- Other related tasks
Monitoring & Evaluation
- Contribute to the development of Monitoring and Evaluation (M&E) plan for each project and the technical oversight of the implementation of M&E plans.
- Contribute to the development of M&E data collection activities and their technical oversight.
- Contribute to the efforts of MIS Manager and the Medical/Protection/MHPSS teams towards ensuring that data collected by field teams meets the dimension of data quality i.e. reliability, accuracy, timeliness, completeness and integrity.
- Under the supervision of MEAL Co, lead the development and the revision of the result frameworks of new and ongoing projects.
- Ensuring that information reported by the field level MEAL teams meets donors reporting requirements and be in line with the developed M&E plans
- Producing internal M&E reports containing summary data and analysis, and the programmatic recommendations.
- Working closely with field and HQ level programme team members, and MIS Manager to ensure common and harmonized understanding of each indicators’ definition and related use of data collection tools.
- Providing on-the-job capacity building to DDD and partner organization staff on data collection tasks, MEAL concepts, etc.
- Ensuring that data collected is analyzed and used for the purpose of project planning, project management, strategic planning and decision making
Accountability
- Providing technical support to and collaborate with the Field Coordinator, project managers and other relevant field staff to ensure effective and timely implementation of the Feedback and Complaints mechanism in all project locations.
- Technical line-management of the HQ level Accountability Officer and the field level MEAL Officers.
- Managing complaints registrar and ensure adequate filing of complaints reports, keeping with principles of private data confidentiality.
- Ensuring the ongoing review of participatory approaches at field level, including community engagement practices (such as Health Committees);
- Providing advice to management and field teams on ways to improve accountability mechanisms and participatory M&E approaches.
Evaluation and Learning
- Contributing to evaluations, reviews, surveys, assessments or specific studies focusing on the overall performance of programme.
- Supporting the project team and partner organization staff in extracting lessons learnt and good practices through organizing learning aimed events and specific working processes.
- Monitoring and ensuring that a management response to the findings and recommendations of evaluations is collated, recorded, and followed up.
Reporting
- Providing regular reporting to the MEAL Coordinator/Deputy MEAL Coordinator(bilateral meeting etc.)
- Providing the MEAL Coordinator with a Mission report and/or Handover document at the end of the assignment.
Other
- With the support from MEAL Department in Istanbul, ensure ongoing capacity building, knowledge and skills transfer to Program team on MEAL-related topics.
- With the support from MEAL Department in Istanbul, leading and following up the conduction of needs assessment on the field supporting annual review of MEAL practices/system and provide recommendations to management.
