Hierarchical & Functional Links

Based at MdM-T/DDD Syria Country Office, North-West of Syria (NWS), the Country Director reports to the Programme Director  based in MdM-T/DDD HQ Office located in İstanbul / Türkiye.

Line Management: Senior Management Team including Program, Finance, Admin, and Human Resources Units.

Job Summary

The Country Director is the highest-level representative of DDD in Syria and is responsible for the leadership, strategic direction, and overall coordination of the mission. The Country Director ensures the quality and impact of MdM-T/DDD’s operations in Syria, manages partnerships and external relations, and leads the country team in accordance with organizational goals and donor requirements.

Main Duties and Responsibilities:

1.        Strategic Leadership and Representation

  • Collaborate with the Programme Director to implement the Strategic Plan, while ensuring that the budget, team, and priorities are aligned with the organization’s core mission.
  • Represent MdM-T/DDD in coordination meetings, donor briefings, and with partners, authorities, and stakeholders.
  • Remain up to date with the best and most innovative practices of international relief and development to inspire and advise the staff in program development and implementation.

2.        Financial Management and Revenue Generation

  • In Collaboration with Finance, oversee the financial status of the organization including developing long- and short-term financial plans, monitoring the budget, and setting fundraising goals and financial priorities in consultation with the Programme Director.
  • Serve as the spokesperson of the organization and use external presence and relationships to maintain and develop new funders, partnerships, and opportunities.
  • Seek funding through creative avenues, including traditional fundraising and donor engagement, contributing to the writing and securing of grants from charitable foundations, pursuing corporate sponsorships, public partnerships, social enterprise models, special events, etc.
  • Ensure timely reporting to program funders and other key stakeholders.

3.        Program Support

  • Spearhead strategic and long-term planning for programmatic growth and impact.
  • Oversee the design, implementation, and evaluation of all programs to ensure quality, sustainability, and responsiveness to community and organizational needs (directly managed by the team, which the Country Director supports in fulfilling their responsibilities).
  • In collaboration with relevant departments/units, ensure programs are aligned with best practices by upholding monitoring and evaluation frameworks and effectively utilizing data and outcomes to inform program decisions and design.
  • Communicate results to the Programme Director, funders, donors, and other stakeholders.
  • Draft, adapt and monitor safety regulations and procedures and coordinate crisis management in the region

4.        Representation and Communication

  • In collaboration with MdM Türkiye / DDD HQ office, oversee the development of a strategic plan for advocacy.
  • With coordination of MdM Türkiye / DDD HQ office, represent the organization at international meetings, conferences, and events as needed (including MdM Network meetings and events)
  • In collaboration with Communication department of MdM-T/DDD HQ office, deepen and refine all aspects of communications with the goal of creating a stronger brand.
  • In collaboration with the Programme Director serve as the primary organization liaison.

5.        HR Management

  • Create an environment that supports the personal and professional growth of staff resulting in a high-functioning, results-oriented team.
  • Facilitate cross-departmental collaboration by strengthening internal communications in support of the organization’s strategy, operational methods, and data collection needs.
  • Engage regularly in effective communication with the team to ensure high performance and commitment to the goals of the organization.

6.        Reporting

  • Provide regular reporting to Programme Director or/and upon his/her solicitation
  • Provide a mission report and/or handover document at the end of contract

7.        Other tasks related to the position

  • Perform any other duties related with his/her positions, as required by Programme Director
  • Represent and actively participate in relevant team meetings;
  • Report any security related issues to the line manager;
  • Ability to travel, if requested;

Expected profile 

Education:

  • Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Public Health  or related field is required or a first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree 

Experience:

  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development portfolios and humanitarian aid projects in a related thematic area.
  • Experience in supervising/ managing teams within complex/insecure environments.
  • Experience in developing partnerships with the UN Agencies/ international financial institutions (IFIs)/ government institutions/ donors/ private sector/ civil society.
  • Solid experience in representation with humanitarian actors, authorities and donors
  • Strong knowledge of the humanitarian sector (donors, UN, NGOs, frameworks, standards, etc.)
  • Experience in challenging negotiations
  • Substantial experience in safety and security management
  • Good understanding of support services tools and guidelines
  • Ability to plan, manage and adapt a project, including in emergency situations
  • Work experience with UN agencies or INGOs is an asset.
  • Experience in managing medical humanitarian program is an asset.
  • Previous experience in Syria is an asset.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP. 

Language requirements :

  • Fluency in English and Arabic is required. 
  • Working knowledge of Turkish and French language is desirable.
