Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Dernegi (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.

Based in Syria Office, the Senior HR Officer will be directly supervised by the HR Coordinator and will be supervising the HR & Admin Officers in Syria

EXPECTED PROFILE

Knowledge & Qualification

·       Bachelor’s degree in Human Resources Management, Business Administration, or a related field

Experience

·       Minimum 3 years of relevant HR experience, preferably within the humanitarian sector.

Languages

·       Fluent in Arabic and English; Turkish is desirable. 

IT & Equipment

·     Proficiency in Microsoft Office programs (Word, Excel, Outlook, PowerPoint) and HR information systems;

Skills and Qualities required:

·     Strong organizational and interpersonal skills; ability to maintain confidentiality and handle sensitive information. 

RESPONSIBILITIES

3.1 HR Policies and Procedures

·     Ensure that all Syria HR staff correctly apply DDD HR policies.

·     Supervise and support base HR Officers to ensure compliance and consistency of HR practices.

·     Assists in the development and update of DDD Administrative and HR policies to ensure compliance with the local labour and taxation law;

·     Assist in ensuring the implementation of DDD policies for the and ensures the general HR administration procedures are in place;

·     Ensure that updated DDD code of conduct, conditions on employment, procedure alert abuses, DDD Regulations, HR templates and policies, etc. are updated and posted on the board in the office.

·     Supports the field bases and coordinators for any Administrative and HR issues;

·     Organize and deliver HR information meetings to introduce and explain policies being implemented;

·     Announce and explain amendments; regulations, policies, or procedures.

3.2 Recruitment

·     Asist the HR Coordinator and participate in relevant parts of recruitment processes including advertising, screening, longlisting, shortlisting, interviewing, reference checking, hiring and etc.;

·     Build strong collaborative relationships with hiring managers, provide timely and high-quality support throughout the recruitment process;

·     Organize and lead HR induction meetings to introduce the policies to new comers;

·     Oversee the other recruitment requirements and efforts with the support of base HR colleagues, work with them to ensure successful onboarding and orientation of new employees in the field and report to the HR Coordinator.

3.3  Training and Career Development

·     Asist in identifying training and development needs within the organisation by considering immediate and long-term staff requirements through training needs assessment, staff appraisals and regular consultation with line managers;

·     Assists in implementation and follow up the yearly training plan;

·     Research new technologies and methodologies in workplace learning e.g. e-learning;

3.4  Records Management

·     Ensures confidentiality of HR information;

·     Process, verify, and maintain personnel related documentation and other HR files, including staffing/recruitment, training, grievances, performance evaluations, leave management etc.;

·     Verify payroll data and pay adjustments, and post information onto designated records;

·     Ensure the distribution and collection of signed payslips each month;

·     Gather all other personnel records from other departments or employees;

·     Establish files in the computerized system.

3.5  Staff Self-Care

·     Focal person for Staff-Care policy implementation;

·     Conduct confidential consultation with relevant staff, when required;

·     Coordinate with MHPSS section regarding Self-Care activities.

3.6  Reporting

§  Provide reporting on regular activities to the Line-Manager including monthly staff lists, recruitment follow-up report, attendance reports, training plans and etc.

§  Contribute to monthly HR reporting done to DDD Management;

§  Update organisational charts;

§  Perform any other duties related with his/her positions, as required by line manager;

§  Provide a mission report and/or handover document at the end of contract.

3.7  Other tasks related to the position

·     Provide assistant to any member of the HR team, if requested;

·     Participate in internal work meetings;

·     Report any security related issues to the line manager;

·     Support operational organisation of field trips and DDD programs;

·     Assist in any other tasks related to the position, as required by DDD Management.

Additional General Note

The Senior HR Officer (Supervisor) plays a key leadership role in ensuring coordination, consistency, and compliance across all Syria HR teams, while supporting their professional growth and contributing to effective HR management at mission level.

The duty station of this position may vary depending on the needs of the Syria Mission and the country office structure. The employee may be requested to change duty location accordingly, in line with operational requirements and organizational policies.
