Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Dernegi (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.
Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.

Hierarchical & Functional links
Based in Idleb- Syria, the Field Coordinator reports directly to the Country Director – Syria.
EXPECTED PROFILE
Knowledge & Qualification
· Bachelor’s degree (BA) in a relevant field.
Experience
· At least 7 years of professional experience in program management, senior level and Previous international personal or professional experience would be a plus.
Languages
· Required: Arabic and English (oral and written).
· Turkish Language is a plus
IT & Equipment
· Good proficiency with Microsoft package

RESPONSIBILITIES
Base Management
· Ensure adequate information flow within the different teams, for DDD staff based in Syria i.e. medical, logistics, finance, HR
· Create/maintain a “team spirit” within the teams in coordination with DDD Field Coordination.
Program management
· Context follow up and need assessment. Providing inputs to the country strategy;
· Ensure the implementation of the program and its follow-up in its different aspects: logistical, administrative and medical.
· Continuously assess the needs & adjust the programmes to the needs in collaboration with the Country Director.
· Draw up plans, proposals and budgets for new projects/extensions of projects in conjunction with the relevant team, medical and financial staff.
· To implement MEAL tools and follow up.
· Lead the partnership dynamics with the support of his/her team; identify and assess the capacities of partners; develop and implement partnership monitoring and capacity development tools.
Logistics/Finance/Administration
· Ensure all projects are compliant with DDD and donors procedures;
·Ensure appropriate administrative, financial and logistical DDD systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently.
· Ensure regular communications are maintained between the different departments and act as a mediator when necessary.
·Responsible for accurate budget control and overall responsibility for financial management at the project site in line with project proposals.
·Monitor expenditure and budget compliance on a regular basis, report any concerns to the Country Director and develop plans to mitigate any under or over expenditure at project level.
Human Resource Management
·To be responsible for the well-being of all team members under its line management; conduct regular team building activities.
· When requested, contribute to recruitment and selection of international staff.
· Responsible for national staff under its line management of selection, recruitment, and disciplinary and grievance procedures.
·Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur.
·Support team members professionally and monitor and support stress management, including regular documented team meetings for planning and reporting purposes.
· Carry out appraisals as per DDD standard requirements and procedures.
· Ensure all new team members are adequately briefed on arrival in the field, and departing team members are debriefed.
· Responsible for capacity building and training of national personnel.
Representation
· In coordination with the Country Director -Syria and DDD Deputy Director of Programs for Turkey, carry out representation with other NGOs, UN agencies, local and national government bodies, donors and other relevant parties.
· Participate on a regular basis to all relevant meetings and be collaborative and build a strong relationship with all partners working in the area.
· When relevant and with the line manager approval, represent DDD to donors, NGOs and other parties as necessary.
Safety and Security Management
· Continuous situation analysis and updating security procedures with the support of the Country Director-Syria.
· Implementation of security procedures.
· Ensure team security and safety in a highly changeable and volatile security environment in collaboration with the coordination team.
· Ensure that appropriate security guidelines are developed, communicated, adhered to, and regularly reviewed with the Country Director.
· Ensure timely and accurate security / incident reports are sent to the Country Director.
· Review the Contingency Plan for Syria monthly, disseminate it and ensure to keep it updated.
Reporting
· Provide regular reporting to the line manager.
· Contribute to the monthly situation report (SITREP) by providing relevant data related to your position and to your team activities (consolidation of information from your team).
· Strongly contribute to proposals and reporting towards donor, UN Coordination System and authorities, with the support of the Coordination team for Syria.
· In charge of documenting and updating Program Key Data and Information (i.e; DDD Partnerships Follow up, DDD Network of Health Facilities, etc.).
· Provide the desk officer with a mission report and/or handover document at the end of the contract.

As applicable to the position, maintains a clear understanding of Dünya Doktorları Derneği and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Dünya Doktorları Derneği and amongst beneficiaries served by Dünya Doktorları Derneği.
