Knowledge & Qualification
· Bachelor’s degree (BA) in a relevant field.
Experience
· At least 7-10 years of Managerial professional experience in protection in international INGOs.
Languages
· Required: Arabic (oral and written)
· English Arabic (oral and written).
· Turkish Language is a plus

RESPONSIBILITIES
Protection Mainstreaming
· Mainstream of Protection guidelines across DDD overall programming and regularly review DDD Protection Policy.
· Support and guide DDD program team to ensure protection mechanisms are standardized across the organization.
· Provide guidance and expertise for the case identification, case management, and referral of the persons at risk.
· Develop protection guidelines following international standards and ensuring that they are effectively understood and implemented by the program team in the field.
· Work closely with the MHPSS team, Medical team, Field Coordinators, Project Managers and to provide technical guidance in Protection Mainstreaming.
· Assess coordination and field team’s skills and knowledge related to protection mainstreaming, prepare a capacity building plan and provide ongoing trainings and technical support to the teams.
· Promote age, gender and diversity sensitive approaches into the program activities in collaboration with HQ Protection Manager.
· Support Medical, SRH, and MHPSS teams to ensure that protection referral mechanisms are implemented in all DDD health facilities, according to inter-agency pathways defined by Protection Cluster.
· Work closely with Medical and MHPSS teams to improve service provision for Gender Based Violence survivors in DDD caseload.
· Ensure, in line with DDD internal rules and regulations, that donor regulations and international humanitarian standard (such as SPHERE, CHS) are applied during the management of the Project.
· Conduct field and center visits to assess program quality and progress toward objectives, provide trainings, facilitate collective problem solving with staff and other stakeholders to address challenges.
· Monitor the risks and threats around the project(s), documenting the situation and analyzing the consequences of political decisions and share with the team in a timely manner.
· Train all DDD programme teams on “the Basic Protection Package” and conceptulize the Basic Protection Package in accordance with the realities of the field both in Syria.
· Consider inclusive, and Community Based programming and implementation for protection activities.
· Provide a sound technical basis for the consolidation and harmonization of protection monitoring, information dissemination, referrals, legal services, emergency protection assistance and community based protection programming across field sites, with an emphasis on maintaining and improving program quality.
· Ensure that all interventions are in compliance with the DDD’s protection mainstreaming framework, international law and protection standards and national policies.
· Oversee implementation of the protection monitoring and information dissemination program through managing project work plans and budgets (budget forecasting, development of spending plans and budget follow-up), ensuring timely recruitment, quality implementation and accurate reporting in accordance with DDD and donor regulations
Coordination and Representation
· Proactively participate in relevant technical coordination meetings and working groups.
· Liaising with non-state actors, UN agencies, NGOs, and donors at field site level within all relevant sectors, in coordination with DDD executive management and other coordinators.
· Ensure regularly updated Protection Actors service mapping in areas of intervention.
· Work closely with MEAL Department to improve accountability practices implemented in the field, focusing on review of Complaints and Feedback Mechanism.
· Work closely with MEAL department to ensure that quality needs assessments are conducted.
· Work closely with DDD Coordination team to develop and implement a Protection from Sexual Exploitation and Abuse (PSEA) policy for DDD operations.
· Communicate and coordinate with the Syria Protection team.
· Participate in cross-departmental collaboration in order to ensure that linkages between programs are made and programs gain from protection best practice, in particular with regular contact and coordination with Coordinators and Senior Managers in Health, MHPSS, SRH, and Emergency.
· Forge connections with key counterparts and stakeholders across UN, I/NGOs, humanitarian actors, as per representation needs.
· Represent the DDD in field and national level and strategic meetings involving protection actors such as protection cluster meetings, inter-agency coordination meetings, and bi-lateral meetings.
· Regularly coordinate with internal program and operational stakeholders.
· Provide input for advocacy purposes and support achievement of advocacy goals, as needed.
Program Development
· Provide technical input for donor proposals and reports.
· Support the design, promotion and elaboration of new protection interventions at country level.
· Stimulate and maintain active exchange of protection information within the region on useful news, publications, tools, best practices and lessons learned.
· Prepare Protection Monitoring Reports in collaboration with DDD MEAL team to inform the project managers and protection teams about the actions that need to take to meet the changes in the context.
· Develop protection assessments and analysis for the purpose of program development.
· Provide input on proposals from other sectors to ensure protection is mainstreamed.[
· Ensure that all these activities are carried out in coordination with the HQ Protection Manager.
Reporting:
· Ensure that all data are disaggregated by sex and age, to develop profiles on the different needs and realities of women, girls, boys and men, for reporting and analysis purposes.
· Provide technical input for reports.
· Prepare regular updates and reports on activities and progress made.
· Provide regular reporting on Protection activities to the Line-Manager and HQ Protection Manager, upon his/her solicitation.
· Provide a mission report and/or handover document at the end of contract
Other
· Do business travel whenever needed and requested.
· Participate in the team meetings.
· Assist in any other tasks related to the position, as required by DDD Management.
