Reports to: Programme Manager

DDD is seeking a qualified and motivated Programme Officer to support the development, coordination, implementation, and monitoring of humanitarian programmes implemented by DDD and its partners in Türkiye and internationally. The position is based in Istanbul Headquarters and requires close coordination with field teams, partners, donors, and technical departments to ensure high-quality programme delivery in line with DDD’s strategic priorities.

This role combines programme coordination, project development, grants and contract management, partnership follow-up, and operational support across multiple thematic sectors, particularly Health, Protection, and MHPSS. The Programme Officer will contribute to strengthening programme quality, donor compliance, budget follow-up, and cross-functional coordination across DDD operations.

EXPECTED PROFILE

Key Responsibilities

Programme Development & Project Management

  • Develop project concepts, proposals, logical frameworks, work plans, and technical documents.
  • Coordinate the implementation of projects managed directly by DDD and through implementing partners.
  • Ensure programme implementation is aligned with donor requirements, DDD strategy, and humanitarian standards.
  • Support programme quality assurance, monitoring, accountability, and learning processes.
  • Contribute to the integration of cross-cutting approaches including protection mainstreaming and community engagement.
  • Ensure coordination and harmonization among field teams, technical units, and partner organizations.
  • Conduct regular follow-up on project implementation progress, challenges, risks, and mitigation measures.
  • Support operational and strategic planning processes under the supervision of the Programme Manager.
  • Support the development and implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) frameworks across DDD projects.
  • Coordinate with MEAL teams to ensure proper tracking of project indicators, targets, outputs, and outcomes.

Grants, Contracts & Budget Management

  • Support preparation and revision of project budgets in coordination with finance and programme teams.
  • Monitor budget utilization and support budget follow-up throughout project implementation.
  • Ensure proper project contract management and compliance with donor regulations and contractual obligations.
  • Coordinate timely submission of reports, proposals, amendments, and other donor deliverables.
  • Work closely with grants and MEAL teams to ensure quality reporting and documentation.

Partnership Coordination

  • Maintain regular coordination and communication with implementing partners.
  • Support partner capacity strengthening and follow-up on implementation quality.
  • Ensure partnership mechanisms, tools, and reporting systems are effectively applied.
  • Facilitate coordination meetings, information sharing, and operational follow-up with stakeholders.
  • Support implementing partners in applying DDD MEAL tools, reporting templates, and monitoring requirements.
  • Follow up on data quality, reporting accuracy, and compliance of partners with donor and DDD MEAL standards.

Representation & Coordination

  • Represent DDD in coordination meetings, clusters, workshops, and external engagements when delegated.
  • Liaise with NGOs, INGOs, UN agencies, local authorities, and donors as required.
  • Support visibility, advocacy, and external communication efforts related to programme activities.

Reporting & Documentation

  • Prepare internal programme updates, situation reports, meeting minutes, and implementation summaries.
  • Maintain organized programme documentation, tracking tools, and contract files.
  • Support timely preparation of donor and management reports.
  • Support compilation, verification, and analysis of programme data for internal and donor reporting purposes.
  • Coordinate with field teams and partners to ensure timely and accurate submission of programme monitoring data.
  • Contribute to preparation of indicator tracking tables, dashboards, and programme performance analysis.
  • Support documentation of success stories, case studies, lessons learned, and programme impact evidence.

Other Duties

  • Conduct field visits when required.
  • Support emergency response activities when needed.
  • Perform any additional tasks assigned by the line manager relevant to the position.

Qualifications & Requirements

Education

  • Bachelor’s degree in International Relations, Social Sciences, Public Health, Humanitarian Studies, Project Management, or another relevant field.

Experience

  • Minimum 2 years of professional experience in the humanitarian or development sector.
  • Demonstrated experience in:
    • Project implementation and coordination
    • Project and contract management
    • Budget preparation and budget follow-up
    • Partner coordination and programme management
  • Experience in one or more of the following thematic areas is required:
    • Health
    • Protection
    • Mental Health and Psychosocial Support (MHPSS)

Languages

  • Fluency in Turkish and English is required, both written and spoken.
  • Arabic is considered an asset.

Technical Skills

  • Strong understanding of humanitarian principles and donor compliance requirements.
  • Good coordination, communication, and organizational skills.
  • Ability to manage multiple tasks and deadlines under pressure.
  • Strong reporting and analytical skills.
  • Proficiency in Microsoft Office applications, especially Excel and Word.

Working Conditions

  • Duty station: Istanbul HQ with possible travel to field locations inside and outside Türkiye.
  • Full-time position.
